What was Georgia Lord’s role in the Police and Fire boycotts? You decide, here are her emails.


Thanks to the contributor who forwarded this information to me.

First you will find below a June 10 email from a jwstough@cox.net forwarding an email from Vice Mayor Lord.  I do not know who or  how many people received this email either directly or forwarded, but obviously someone who was forwarded a copy of this email sent it to me (thanks again, contributor).  In Lord’s attached email, Lord encourages recipients of the email to forward it to others who might be interested and to come to the June 14 council meeting. Then Lord offers  “clarifying statements” about misinformation that she claims has been presented by those bringing the petitions.

Did Georgia Lord’s actions spreading misinformation about the petition that was to be presented incite the police and fire unions to bring their boycotts and injure Dr. Hong and Ground Control?  You decide, but statements by police and fire at the outset of this action referred in large part to bringing the boycotts due to “misinformation” being spread by the petitioners.

Below Lord’s email are the entire contents of the attachment that she included with the email telling recipients that the petitioners are spreading misinformation and she has the “correct information” for them.  She goes on to say;

” (she) object(s) when the person asking for the signatures misrepresents the facts in order to obtain their goal therefore I am addressing the areas which I believe are false statements given out by the petitioner.  I will list the statement made and address them with the correct information which will allow you to come to your own conclusions.”

She goes on to say that the petitioners are telling people;

1. all cop cars are being replaced,

2. fire fighters are getting a big increase in overtime,

3. and the city manager makes $200k.

Isn’t it time that Goodyear City Council check city email accounts for evidence of city employees using the City of Goodyear email system or other assets to promote the boycotts?  I think it is.  Are you reading this Mayor Cavanaugh?  Do your job and protect the citizens who were harmed.

And one other thing, contrary to Georgia Lord’s statements in the attachment, the Goodyear Budget is NOT balanced as you and I would think of it as balanced.  Expenditures in the 2010 -11 Goodyear Budget exceed expected revenues and council is “balancing” it with carry over and reserve funds.  It is not clear to me whether Ms. Lord comprehends this or if she is just repeating what City Manager John Fishbach tells her.

This week a group of people in Goodyear have been collecting signatures objecting to the proposed budget the Council adopted on May 24, which is a “balanced budget” for 2010/2011.  On June 12 council meeting, the final budget/public hearing tax levy will be presented and voted upon. The Mayor vetoed the May 24 proposed budget due to the fund allocation for the Vehicle Replacement Fund of which he felt we could once more delay and Councilman Cavarliere vetoed the budget for a number of reasons. I was notified of an activity by a citizen who is asking for signatures on a petition objecting to the proposed budget. I am relaying to you the information being given out by the petitioner in order to get a signature. I support this old age democratic process of petitions but object when the person asking for the signatures misrepresents the facts in order to obtain their goal therefore I am addressing the areas which I believe are false statements given out by the petitioner.  I will list the statement made and address them with the correct information which will allow you to come to your own conclusions.

  1. Goodyear City Manager is making over 200K a year plus an $800 a month car allowance.

Fact: The City Manager makes $189,600 including car allowance. The City Manager makes less than the Managers of Phoenix, Chandler, Glendale, Peoria, Surprise, Tempe, Avondale and Scottsdale. The median income is $210,160 and the average compensation is $221,120.

2. The “Cops” are trying to buy all new vehicles!

Fact:  The Proposed Budget has $1.5M in a Fleet Replacement Fund, a fund that is a part of our fiscal policy which is a replacement fund for all city vehicles.  We have not contributed to this fund for “2” years, in my opinion, should not be delayed because of the age and condition of many of our vehicles which becomes a safety issues for the City. Also, there is a point when it is more cost effective to replace the vehicle example; a 2002 police cruiser is “4” times the maintenance cost per mile compared to a 2007 Police vehicles. We are not replacing all the Police vehicles at this time.

  1. Police should not be allowed to take their cars home at night!

Fact: The city does not have a secured parking area for the entire force therefore it has proved to be a security benefit to the city and The force has found that Police vehicle presence in a neighborhood is a deterrent for crime .

Assigning vehicles to Officers increased accountability in maintaining the

Vehicles.

  1. The Firefighters are getting a large increase in overtime.

Fact: The firefighters have not been given any large increase in overtime. What I

Believe they are referring to is recent discussion given a reminded of a Fair Labor Standards Act which requires the City to pay time and a half of non-exempt employees (firefights-Captain) who reach a 106 hour threshold. It usually occurs twice in a pay period. During the other periods they work only 96 hours.

My role in this brief has been one of relaying the correct information so if you are approached you will be educated to come to your own conclusion. I encourage those that have the time to attend this budget process to clarify in your mind, where your tax dollars are being spent. Finally, I have not confirmed what group is behind the petitions but I have a strong feeling we all have met this person on occasions and can better understand why the information being delivered to our Citizens is cloudy!

  1. Georgia Lord had no role whatsoever in the Hong/GroundControl incident.
    A Facebook post does not a boycott make. You imply Fire and Police personnel will not provide public safety to these two businesses. Even the Facebook post states that fire and police service will be providedin a professional manner. There was never a BOYCOTT.
    You have to agree your petition was poorly written and devoid of basic facts justifying a signature. Your agent Tim Rilley stated as much at the July 14 Council Meeting.
    The budget IS balanced. There is no deficit. What you and I think is not revelant. AZ Law requires a balanced budget and the City Budget conforms.
    You owe Gergia Lord an apology and the City of Goodyear because your bomb throwing is harming the City and provoking unnecessary anger on many fronts..

    • Bobbie, Bobbie, Bobbie. First, thanks for taking the time to comment. Now, I’ll take your comments one at a time.
      1. The police and firemen CALLED IT a boycott themselves. Doesn’t that make it a boycott?
      2. No one has ever said anything about or called it a public safety boycott.
      3. I listed a copy of the petition in the posting for everyone to see and make their own judgement. Looks a lot different than what Georgia Lord described doesn’t it?
      4. In 2010-11 Goodyear WILL BE deficit spending.
      5. You, the inept city council, city management, and a few former boycotters are the only ones who apear to be getting angry.
      6. As I told Steve the chiropractor who is head of the fire union, I’ll stop investigating them and publishing city finances as soon as I hear a formal, written, public apology to the Hongs and GC from the police and fire (and now Georgia Lord) and they all promise to never do anything like this again.

      • During the last two council meetings Councilman Pizzillo used the phrase “we are still in a structural deficit” Given Councilman Pizzilo background in finance and his concern to voice this problem twice in as many meetings tells me we still have a problem regardless if a “balanced budget” has been submitted. Vice Mayor Lord requested a special retreat after the summer break, retreat’s cost money, who is paying for this boondoggle? What is expected to be acomplished during this retreat and why not have the meeting taped so all of the citizens can be a part of the working session of Council mapping out our future.

      • Howard: The perception you have fostered is that it is a Public Safety Boycott. No one cares where the police and fireman get their double lattes or have their teeth cleaned.
        The budget is balanced. the four million shortfall is made up from Unallocated Funds Balances; CIP Carryover Budgets and transfers from PIC Bonds..

  2. Boycotting businesses economically is a boycott. Why were only these 2 small businesses chosen? Were they the only people who signed? Was this done to intimidate
    and scare others?
    If I told my husband I balanced the checkbook we are doing fine by taking the money out of savings, and using money left over from earlier times, and kept my spending up with more out than in, what would happen? Is this really being honest. Every things fine dear, just go play golf, and the band played on.
    A prudent person adjusts their spending to the monies at hand. Hopefully you don’t wait until the crisis can’t be fixed.
    It’s not always popular to bring things to light. Yes I am angered to hear about 2 small tax payers being boycotted. We need these businesses to thrive to pay taxes. As far as I know 1 still is under boycott.
    Thats another thing did the unions apologize to the business owners for the David & Goliath move? Did the city say we did a balanced budget that can’t continue, and we will make real budget cuts to balance so we don’t go under, and come to you oh weary tax payer when we are going under with our hat in our hand and the other in your wallet, saying we don’t know how this overcame us the budget was balanced in 2010.

  3. In viewing the City Council meetings I heard the Police, Fire and Vice Mayor Georgia Lord talk about misinformation being stated by individuals collecting signatures. Vice Mayor, Police and Fire must of been talking with each other to hear the same spiteful wrong information.

  5. Keep in mind rules to not let council comment on the call from the publci portion, it has to be put on the agenda. The mayor could have done so if he wanted a discussion.
